This may be outside the scope of APEsphere except for the way Colleen Kollar-Kotelly 'manages' to achieve results. She shows creative leadership through managing details.
In this report she accepts the argument of DoJ on behalf of Mr. Cheney but with limitation to one item. She then uses the exception in that argument presented by the DoJ, which is 'work specifically assigned' by POTUS Bush, to ensure the limitation is enforceable.
"... she would rely on a sworn promise ... that everything the vice president does is assigned by the president and, thus, covered by the law."
This judge is a leader.
